The Action of New International Actors and the Covid-19 Pandemic:

reflections in international environmental law.

Abstract

The international activities of sub-national governments, transnational corporations and Non-Governmental Organizations during the first two decades of the 21st century have attracted the interest of political and academic representatives. Globalization and the importance of international regimes have diluted the distinction between domestic and foreign affairs, as well as public or civil society matters, transforming the roles and responsibilities between the State and the new international actors. The free circulation of the coronavirus and the collapse of some health systems in the world have limited the capacity of the States to direct and face this global crisis. This article aims to make a brief analysis of the role of new international actors in the governance of global environmental health, particularly in the context of the Covid-19 pandemic, through the identification of the limited literature available on the matter and the access to data and information management of international organizations, decentralized governments, paradiplomatic networks and the press, and, finally, in conclusion, consider possible reflections of this coronavirus crisis in the dynamics of International Environmental Law.
